О.Бум-Ялагч: Парламентад суудалгүй намууд нэгдэхийг дэмжиж байгаа

-Монголын ууган намуу­дын нэг болох Монголын ногоон нам саяхан ойгоо тэмдэглэх шиг боллоо. 1988 онд нам байгуулах болсон шалтгаан юу байсан юм бол?

-1988 онд байгаль, экологийн чиглэлээр үйл ажиллагаа явуулдаг Ногоон зам, Монголын ногоонтны клуб хоёр Монголын ногоон намыг байгуулж байсан. МоАХ-ны анхны гишүүдийн нэг болж идэвхтэй оролцож ирсэн. Тэр үед Монголд олон намын системийг бий болгохын тулд байгаль, экологийн чиглэлийнхэн нь улс төрийн нам байгуулна гэсэн. 1989 оны гуравдугаар сарын 7-ны өдөр өлсгөлөн эхэлж, тухайн өлсгөлөнг дэмжиж гуравдугаар сарын 9-ний өдөр Монголын ногоон намыг байгуулна гэдгээ тунхаглан зарласан өдөр л дөө. Үүнийг бид жил бүр тэмдэглэн энэ өдрөө Чингэсийн талбайд цуглан зургаа авахуулдаг уламжлалтай. Намыг үүсгэн байгуулах анхны хурал тавдугаар сарын 13-ны өдөр болж хэдхэн хоногийн дараа буюу 26-ны өдөр намынхаа гэрчилгээг авч байлаа. Манай намын хувьд Азийн хамгийн анхны Ногоон нам гэж явдаг. Үүсгэн байгуулагдаад өдгөө 25 жилийнхээ ойтой золгож байна.

-25 жилийн хугацаанд танай нам ямар үйл ажиллагаа явуулж ирсэн юм бэ?

-Манай намын нэг бахархал бол Үндсэн хуульд оруулсан өөрчлөлт байгаа юм. Шинэ Үндсэн хуульд өөрчлөлт оруулахад Монгол Улсын иргэний батлагаатай эдлэх 10 эрхийн нэгд нь “Монгол Улсын иргэн эрүүл, аюулгүй орчинд амьдрах эрхтэй” гэдгийг оруулсан. Монголын ногоон нам 1996-2000 оны хооронд Засаг барилцаж байсан. Төрийн нарийн бичгийн даргын албыг хашиж байхдаа ус хамгаалах, ой хамгаалах хуулиудыг баталсан. 2009 оны Ерөнхийлөгчийн сонгуульд одоогийн Төрийн тэргүүн Ц.Элбэгдоржийг дэмжиж оролцсон. Үүний дүнд “Мод хамгаалах өдөр”-тэй болсон юм. Монгол Улсын Ерөнхийлөгчийн Байгаль орчны зөвлөхөөр Монголын ногоон намын тухайн үеийн дарга Зоригт ажиллаж байсан юм. Манай намынхан улс төрийн карьер хөөх гэхээсээ илүүтэйгээр байгаль экологио хамгаалах чиглэлд ажилладаг. Анхнаасаа ч тэгж ирсэн. Манай нам Даян дэлхийн ногоон намын гишүүн. Өнөөдөр хууль хэрэгжихгүй болохоор нийгэм дагаад хямарчихдаг гэдгийг бид шүүмжилж байна. Хууль хэрэгжихгүй байх нөхцөлийг дээрээсээ хийж байна. Чингэс, Самурай бондыг Их хурлаараа хэлэлцэхгүй дур мэдэн зарцуулж байх жишээтэй. Ихэнх санал ИЗНН-д орсон гэж байгаа ч үнэндээ сонгуулийн тухай судалгаан дээрээс харахад манай намд өгч байгаа саналын тоо багасахгүй байна. Учир нь 25 жил болчихсон улс төрийн нам байнга саналыг нь авдаг сонгогчидтой болсон байдаг. Бидэнд саналаа өгдөг сонгогчдын бүлэг бий болчихсон. Тийм болохоор хар машинаар сонгуулийн луйврыг хийж байна. Хар машинаар санал тоолоод гомдол гарсан тохиолдолд иргэдээрээ дахин гараар тоолуулдаг даян дээрхийн зарчим бий. Сонгогч нарт өөрсдөд нь боломж олгож, сонгосон сонголтдоо итгэл үнэмшилтэй байлгах асуудлыг яриад байгаа. Тиймээс парла­ментад суудалгүй намуудыг уриалан дуудаж парламентад суудалгүй намуудын уулзалтыг байнга хийж байна. Өнөөдөр парламентад сөрөг хүчин байхгүй болчихсон. Бие даагчдаас бусад нь их МАНАН гээчид орчихлоо.
