Монгол Улсын Засгийн газрын ээлжит хуралдаан 2024 оны долдугаар сарын 31-нд болж дараах асуудлуудыг хэлэлцэн шийдвэрлэлээ.

Нийслэл Улаанбаатар хотод хэрэгжих төсөл, арга хэмжээний талаар хэлэлцэв

Засгийн газрын хуралдаанд Монгол Улсын сайд, 20 минутын хот Үндэсний хорооны дарга Р.Эрдэнэбүрэн Нийслэл Улаанбаатар хотод хэрэгжих төсөл, арга хэмжээний талаар танилцууллаа.

Нийслэл Улаанбаатар хотын төвлөрлийг сааруулах, нийгмийн үйлчилгээг 20 минутын дотор авах шинэ орчин нөхцөлийг бүрдүүлэх, авто замын түгжрэлийг бууруулах бодлогын хүрээнд:

1.    Богдхан уулын Хүрхрээгийн амаас Номтын ам хүртэлх чиглэлд төлөвлөгдөж байсан туннелийн байрлалыг өөрчилж Зайсан амнаас Өвөр Зайсангийн амны чиглэлд 5.6 км урт эсрэг хөдөлгөөнтэй 6 эгнээ авто зам бүхий туннелэн байгууламж барьж байгуулах,

2.    “Өөдөө тэмүүлэх Монгол-Go Mongolia” ган татлагат гүүрэн байгууламжийг Туул гол, Туулын хурдны зам дээгүүр 6 эгнээтэй 2 урсгалтай, 900 метр хос цамхаг тулгууртай барьж Богд хан уулын туннелтэй холбох,

3.    Төрийн захиргааны байгууллагуудын нэгдсэн цогцолборыг Улаанбаатар хотын Хан-Уул дүүргийн 14-р хорооны нутаг дэвсгэр Кувейтийн судалгааны төвийн ойролцоо 4400 га газарт барьж байгуулах,

4.    Хөшигийн хөндийн бүтээн байгуулалтын ажлыг дэмжих хүрээнд нийслэлийн их багтаамжийн нийтийн тээврийн хэрэгсэл “Метро” төсөлтэй уялдуулж Богдхан уулыг тойрсон Хөнгөн галт тэрэгний шугам (LRT) төслийг хэрэгжүүлэх (Нийтийн тээврийн хөнгөн галт тэрэгний шугам нь хос замтай, 20 хүртэлх хэвгийгээр өгсөж уруудах 1-р шатандаа Толгойт-Буянт-Ухаа-Өлзийт-Шинэ Зуунмод хот хүртэлх 46.4 км, 2-р шатандаа Шинэ Зуунмод-Зуунмод-Майдар-Налайх-Амгалан хүртэлх 60.5 км, нийт 106.9 км байхаар төлөвлөсөн),

5.    Туулын хурдны зам болон Шинэ тойрог замын ажлыг тус тус эхлүүлэхээр төлөвлөж байна.

 

Засгийн газрын хуралдаанаас төсөл арга хэмжээний төлөвлөлт, нэгдсэн удирдлага, зохион байгуулалтаар хангаж, Засгийн газрын 2024-2028 оны үйл ажиллагааны хөтөлбөрт тусгаж ажиллахыг Монгол Улсын сайд, 20 минутын хот Үндэсний хорооны дарга Р.Эрдэнэбүрэнд, эдгээр төслийг эхлүүлэхэд шаардлагатай санхүүжилтийг 2024 оны Улсын төсвийн тодотголд тусган шийдвэрлэж ажиллахыг Монгол Улсын Тэргүүн Шадар сайд, Эдийн засгийн хөгжлийн сайд Л.Гантөмөр, Сангийн сайд Б.Жавхлан нарт даалгав.

Мөн  Төрийн захиргааны байгууллагуудын нэгдсэн цогцолбор барьж байгуулах газар, талбайд газар өмчилж, эзэмшиж байгаа иргэн, хуулийн этгээдийн газрыг нөхөх олговортойгоор солих буюу эргүүлэн авахад шаардагдах зардлын хэмжээ, чөлөөлөх хугацааг тохиролцох, Улсын тусгай хэрэгцээнд авах асуудлыг холбогдох хууль тогтоомжийн дагуу шийдвэрлэхийг Сангийн сайд Б.Жавхлан, Хот байгуулалт, барилга, орон сууцжуулалтын сайд Ж.Батсуурь нарт, Богдхан уулын туннел барих төсөл хэрэгжүүлэхтэй холбогдуулан Тусгай хамгаалалттай газар нутгийн тухай хууль болон холбогдох бусад хууль, тогтоомжид нэмэлт, өөрчлөлт оруулах хуулийн төсөл боловсруулан Төсвийн хуулийн хамт өргөн мэдүүлэхийг Монгол Улсын сайд, Засгийн газрын Хэрэг эрхлэх газрын дарга Н.Учрал, Байгаль орчин, уур амьсгалын өөрчлөлтийн сайд С.Одонтуяа нарт, Улсын тусгай хэрэгцээнд авсан газрыг зохих журмын дагуу Газрын кадастрын мэдээллийн санд бүртгэж, газар ашиглуулах гэрээ байгуулж, гэрчилгээ олгохыг Газар зохион байгуулалт, геодези, зураг зүйн ерөнхий газар /А.Энхманлай/-т тус тус даалгалаа.

Түүнчлэн Нийслэлийн Засаг дарга бөгөөд Улаанбаатар хотын захирагч Х.Нямбаатар Засгийн газрын гишүүдэд нийслэлд хийгдэж буй бүтээн байгуулалтын ажлуудын явц, төсөл хөтөлбөрүүдийн талаар дэлгэрэнгүй мэдээлэл өгөв.

·      Гэр бүл, хөдөлмөр, нийгмийн хамгааллын яамны Төрийн нарийн бичгийн даргаар Л.Мөнхзулыг томилов. Л.Мөнхзул нь хөдөлмөрийн эдийн засагч мэргэжилтэй, 2002-2019 онд Нийгмийн хамгаалал, хөдөлмөрийн яаманд мэргэжилтэн, ахлах мэргэжилтэн, газрын орлогч дарга, газрын дарга, 2019-2023 онд Дэлхийн банк, НҮБ-ын Хөгжлийн хөтөлбөр, ЖАЙКА байгууллагад төслийн багийн ахлагч, зөвлөх, шинжээч, 2023 оноос Нийгмийн даатгалын ерөнхий газрын даргаар ажиллаж байсан, улсад 25 жил, төрийн албанд 17 жил ажилласан туршлагатай.
