Үндэсний баялгийн сангийн тухай хуулийн төслийн танилцуулгыг Монгол Улсын сайд, ЗГХЭГ-ын дарга Д.Амарбаясгалан хийлээ. Төслийг УИХ-д өргөн мэдүүлэхээр тогтлоо.

Хуулийн төсөлд газрын хэвлийн баялгийн үр өгөөжийн улсын төсөвт төвлөрсөн орлогыг одоо ба ирээдүй үеийн Монгол Улсын иргэн бүрд тэгш, шударга хүртээх зорилгоор Үндэсний баялгийн сан байгуулах, сангийн эх үүсвэр, төрөл, зориулалтыг тодорхойлох, сангийн хөрөнгийг удирдах бүтэц, зохион байгуулалтыг тогтоох, үйл ажиллагааг тайлагнах болон хяналт тавихтай холбогдсон харилцааг зохицуулахаар тусгажээ.

Байгалийн баялаг, түүний дотор газрын хэвлийн баялгийн үр өгөөжөөс бүрдүүлсэн “Үндэсний баялгийн сан” бий болж Үндсэн хуулийн нэмэлт, өөрчлөлт бодитоор хэрэгжих юм.
“Уламжлалт мал аж ахуйд тулгамдаж буй байгаль, цаг уурын өөрчлөлтөөс шалтгаалан сөрөг нөлөөллийг бууруулах тухай” хуулийн төсөл боловсруулна

Хууль болон цогц төлөвлөгөө батлан хэрэгжүүлснээр;
1.Мал, малын гаралтай түүхий эд, бүтээгдэхүүний бэлтгэн нийлүүлэлтийн тогтвортой сүлжээ бий болж, малчдын орлого нэмэгдэж, амьжиргааны түвшин дээшилнэ.

2. Орон нутгаас хот руу чиглэсэн хүн амын төвлөрлийг  сааруулж, Хөдөөгийн сэргэлтийг эрчимжүүлэх боломж бүрдэнэ.

3. Мал аж ахуйн үйлдвэрлэлийн тогтвортой байдал хангагдаж, малын чанар, үүлдэрлэг байдал сайжирч, эрүүл ахуйн шаардлага хангасан малын гаралтай бүтээгдэхүүн үйлдвэрлэх боломж бүрдэнэ.

4. Уур амьсгалын өөрчлөлтөд дасан зохицсон, эрсдэл даах чадавхтай, байгальд ээлтэй, ногоон аж ахуйн нэгжийн шалгуурыг  хангана.

5. Бэлчээр ашиглалт, малын тэжээл тариалалт, хашаа хорооны зохион байгуулалт сайжирна.

6. Мал аж ахуйн бүтээгдэхүүн үйлдвэрлэлд төрөөс олгож буй урамшууллын ач холбогдол, үр өгөөж дээшилнэ.
