МАН төсвийн тодотголыг халтуурдсан гэж үзэв

УИХ дахь МАН-ын бүлэг  Ашигт малтмалын тухай хуульд өөрчлөлт оруулах төсөл, 2014 оны Төсвийн тодотголын асуудлаар хуралдсан байна. Бүлгийн хуралдааны талаар УИХ дахь МАН-ын бүлгийн дарга С.Бямбацогт болон Ч.Хүрэлбаатар, Я.Содбаатар  мэдээлэл хийлээ.

“2014 оны Төсвийн тодотгол халтуурдсан  тодотгол болсон” гэж МАН-ын бүлэг үзсэн байна. Өнгөрсөн долоо хоногт 2014 оны Төсвийн тодотголын төсөл болон түүнийг дагалдах хуулийн төслүүдийг хэлэлцсэн. Хэлэлцүүлгийн үеэр Сангийн сайд Ч.Улаан ирэх зургадугаар сард төсөвт дахин сайжруулсан тодотгол хийнэ гэж хэлсэн билээ.

МАН-ын бүлгийн хуралдаанаар мөн Ашигт малтмалын тухай хуульд өөрчлөлт оруулах төслийг хэлэлцсэн аж.  Ашигт малтмалын тухай хуулийг сайжруулсан хэрэг биш, одоогийн мөрдөгдөж байгаа хуулийг муу болгосон төсөл гэж МАН-ын бүлэг үзжээ. Бүлгийн дарга С.Бямбацогт “УИХ-ын сонгуульд дэвшүүлсэн мөрийн хөтөлбөрөөсөө эсрэг хууль оруулж ирж байна. Тиймээс сонгуулийн мөрийн хөтөлбөрөөсөө уучлалт гуйж, одоогийн хуулиа хэрэгжүүлэх ёстой.  Ер нь  хөрөнгө оруулагчид тогтвортой, тодорхой орчин хүсч байгаа. 34 хүртэл, 51 хувь хүртэлх гэдэг нь хэд ч байж болох, наймаалцахаар оруулж ирсэн нь хөрөнгө оруулагчдад таалагдахгүй байгаа учраас энэ асуудлыг тодорхой болгох ёстой” гэлээ.

2014 оны Төсвийн тодотголын талаар УИХ-ын гишүүн Ч.Хүрэлбаатар “Өнөөдөр Монголд тулгамдаж байгаа асуудал бол эдийн засгийн хямралаас хурдан гарах гарц юм. Эдийн засгийг эрчимжүүлэх тогтоолын төслийг баталсан. Энэ тогтоолыг баталсны дараа хамгийн их хүлээж байсан зүйл бол бизнесийн орчинг сайжруулж, ард түмний амьдрал сайжруулна гэсэн хүлээлт байсан.  Гэтэл өнгөрсөн хугацаанд ярьж байсан эдийн засгийн хямралаас гарах арга хэмжээнүүдээс нэг нь ч Төсвийн тодотголд суугаагүй байна. Өнөөдөр бид нэг өдөр алдвал нэг улирлаар хойшлохоор байна. Тиймээс Засгийн газар эдийн засгийг эрчимжүүлэхээс гадна өөрсдөө бас идэвхжих хэрэгтэй байна. 2014 оны Төсвийн тодотголд эдийн засгийн хямралаас гарах гарцаа суулгахыг сануулсан. Жишээлбэл, төрийн данхайсан бүтэц орж ирсэнгүй. Уг нь данхайсан бүтэцдээ өөрчлөлт оруулах боломж байсан. Тиймээс Засгийн газрын өргөн барьсан алдаатай  төсвийн тодотголын төслөө эргүүлэн татахыг санал болгож байна” гэсэн юм. Харин АН-ын бүлгийнхэн хуралдааны мэдээллээ маргааш хийнэ гэв.
