“Монгол Улсын Үндсэн хуулийн Гучин гуравдугаар зүйлийн 1 дэх хэсгийн 3 дахь заалт, Гучин дөрөвдүгээр зүйлийн 1 дэх хэсэг, Монгол Улсын Ерөнхийлөгчийн тухай хуулийн 9 дүгээр зүйлийн 1, 12 дугаар зүйлийн 12 дахь хэсгийг тус тус үндэслэн ЗАРЛИГ БОЛГОХ нь:

Нэг.Төрийн аливаа бодлого улс төрийн сонгуульд чиглэсэн явцуу зорилгын хүрээнд бус улс орны нийгэм, эдийн засгийн хөгжил, иргэдийн ахуй амьдрал, хэрэгцээнд үндэслэсэн байвал зохих тул коронавируст халдвар /COVID-19/-ын цар тахлаас үүдэлтэй хүндрэлийг даван туулах, гамшгийн үеийн болон хойшлуулшгүй сэргээн босгох ажиллагааны /цар тахлын тархалтыг дарж зогсоосны дараах/ үеийн хүндрэл, эдийн засгийн хямрал, бэрхшээлийг шийдвэрлэх шаардлагын үүднээс хүүхдийн мөнгөний бодлого /хүүхэд бүрд олгож буй мөнгөн тэтгэмж/-ыг хугацаагүй хэрэгжүүлж, дараах арга хэмжээг авахыг Монгол Улсын Засгийн газар /Л.Оюун-Эрдэнэ/-т чиглэл болгосугай:

1/ Арван найм хүртэлх насны хүүхэд бүрд 2021 оны 7 дугаар сарын 1-ний өдрийг хүртэл сар бүр 100,000 /нэг зуун мянга/ төгрөг олгох тухай Засгийн газрын тогтоол, шийдвэрүүдэд өөрчлөлт оруулж, хүүхэд бүрд сар бүр 100,000 /нэг зуун мянга/ төгрөгийн тэтгэмжийг хугацаа заахгүйгээр үргэлжлүүлэн олгох;

2/ “Хүүхдийн мөнгө”-ний бодлого нь хүүхэд бүрийг эрх тэгш нөхцөлөөр хангах, боловсрох, хүмүүжих, хөгжих нөхцөл боломжийг бий болгох агуулгатай, хүүхэд бүрд чиглэсэн, халамжийн гэхээс илүүтэй Монгол төрийн хүн амын бодлого гэдгийг анхаарч, хүүхэд бүрд олгож буй мөнгөн тэтгэмжийг 100,000 /нэг зуун мянга/ төгрөгөөс бууруулахгүйгээр тогтмол олгох, цаашид энэхүү мөнгөн тэтгэмжийг хүүхдэд өөрт нь зарцуулдаг болгоход чиглэсэн оновчтой бодлого, хууль тогтоомжийн төслийг боловсруулж, Улсын Их Хурлаар хэлэлцүүлэн шийдвэрлүүлэх.

Ерөнхийлөгч хүүхдийн мөнгийг хугацаа заахгүйгээр үргэлжлүүлэн олгох тухай зарлигийн төслийг ЗГ-т хүргүүлэв

ЗАСГИЙН ГАЗАРТ ЧИГЛЭЛ ӨГӨХ ТУХАЙ МОНГОЛ УЛСЫН ЕРӨНХИЙЛӨГЧИЙН ЗАРЛИГИЙН ТӨСӨЛТЭЙ ТАНИЛЦАНА УУ:
“Монгол Улсын Үндсэн хуулийн Гучин гуравдугаар зүйлийн 1 дэх хэсгийн 3 дахь заалт, Гучин дөрөвдүгээр зүйлийн 1 дэх хэсэг, Монгол Улсын Ерөнхийлөгчийн тухай хуулийн 9 дүгээр зүйлийн 1, 12 дугаар зүйлийн 12 дахь хэсгийг тус тус үндэслэн ЗАРЛИГ БОЛГОХ нь:
Нэг. Төрийн аливаа бодлого улс төрийн сонгуульд чиглэсэн явцуу зорилгын хүрээнд бус улс орны нийгэм, эдийн засгийн хөгжил, иргэдийн ахуй амьдрал, хэрэгцээнд үндэслэсэн байвал зохих тул коронавируст халдвар /COVID-19/-ын цар тахлаас үүдэлтэй хүндрэлийг даван туулах, гамшгийн үеийн болон хойшлуулшгүй сэргээн босгох ажиллагааны /цар тахлын тархалтыг дарж зогсоосны дараах/ үеийн хүндрэл, эдийн засгийн хямрал, бэрхшээлийг шийдвэрлэх шаардлагын үүднээс хүүхдийн мөнгөний бодлого /хүүхэд бүрд олгож буй мөнгөн тэтгэмж/-ыг хугацаагүй хэрэгжүүлж, дараах арга хэмжээг авахыг Монгол Улсын Засгийн газар /Л.Оюун-Эрдэнэ/-т чиглэл болгосугай:
1/ Арван найм хүртэлх насны хүүхэд бүрд 2021 оны 7 дугаар сарын 1-ний өдрийг хүртэл сар бүр 100,000 /нэг зуун мянга/ төгрөг олгох тухай Засгийн газрын тогтоол, шийдвэрүүдэд өөрчлөлт оруулж, хүүхэд бүрд сар бүр 100,000 /нэг зуун мянга/ төгрөгийн тэтгэмжийг хугацаа заахгүйгээр үргэлжлүүлэн олгох;
2/ “Хүүхдийн мөнгө”-ний бодлого нь хүүхэд бүрийг эрх тэгш нөхцөлөөр хангах, боловсрох, хүмүүжих, хөгжих нөхцөл боломжийг бий болгох агуулгатай, хүүхэд бүрд чиглэсэн, халамжийн гэхээс илүүтэй Монгол төрийн хүн амын бодлого гэдгийг анхаарч, хүүхэд бүрд олгож буй мөнгөн тэтгэмжийг 100,000 /нэг зуун мянга/ төгрөгөөс бууруулахгүйгээр тогтмол олгох, цаашид энэхүү мөнгөн тэтгэмжийг хүүхдэд өөрт нь зарцуулдаг болгоход чиглэсэн оновчтой бодлого, хууль тогтоомжийн төслийг боловсруулж, Улсын Их Хурлаар хэлэлцүүлэн шийдвэрлүүлэх.
Хоёр. Зарлигийн биелэлтийг 2021 оны 7 дугаар сарын 1-ний өдрөөс өмнө Монгол Улсын Ерөнхийлөгч болон олон нийтэд мэдээлж, цаашид энэ журмын дагуу улирал тутам танилцуулж байхыг Монгол Улсын Засгийн газар /Л.Оюун-Эрдэнэ/-т үүрэг болгосугай.”
Үндсэн хуулийн Гучин гуравдугаар зүйлийн 1 дэх хэсгийн 3 дахь заалтын дагуу Засгийн газарт чиглэл өгөх тухай Монгол Улсын Ерөнхийлөгчийн зарлигт Ерөнхий сайд гарын үсэг зурснаар хүчин төгөлдөр болно.
