Олон улсын валютын сангийн /ОУВС/ захирлуудын зөвлөл дөрөвдүгээр сарын 28-ны өдөр буюу өнгөрсөн баасан гаригт хуралдсан юм. Энэ хурлын үеэр Монгол Улсад Өргөтгөсөн санхүүжилтийн хөтөлбөр хэрэгжүүлэх асуудлыг хэлэлцэх байсан. Гэсэн ч Монгол Улсын засгийн газрын хүсэлтийг хэлэлцэлгүй хойшлуулсан байна. 2017 оны Төсвийн тодотголыг дагаж гарсан УИХ-ын тогтоолд хөрөнгө оруулагчдад таатай бус заалт орсон учраас энэ тогтоолыг эргэж харах талаар Монгол Улсын Засгийн газарт зөвлөсөн. Харин УИХ дахь МАН-ын бүлэг энэ асуудлыг хэлэлцээд энэ тогтоолыг өөрчлөх шаардлагагүй гэсэн шийдвэр гаргасан юм. Тиймээс ОУВС-гийн захирлуудын зөвлөлөөс Өргөтгөсөн санхүүжилтийн хөтөлбөрийг хойшлуулах шийдвэр гаргажээ.
Энэ талаар эдийн засгийн шинжээч Ч.Эрдэнэдалай “ОУВС-гийн Монгол дахь төлөөлөгчийн зүгээс манай улсын 2017 оны төсвийн тодотголыг хэрэгжүүлэхтэй холбогдуулан баталсан УИХ-ын тогтоолоос тодруулах асуудал үүссэн тул энэ удаагийн хуралдаанаар хэлэлцэлгүй, хойшлуулсан. УИХ-ын тогтоолд туссан бидний хянаж үзэх шаардлагатай асуудал цаашдаа Монгол Улсын макро эдийн засагт хэрхэн нөлөөлөх талаарх судалгааг засгийн газартай нь хамтран хийнэ гэсэн чиглэл ирсэн талаар надад тайлбарлаад байна” гэлээ.
Сангийн сайд Б.Чойжилсүрэнгийн мэдээлснээр, УИХ-аас төсвийн тодотголыг дагуулан баталсан тогтоолд Монголд үйл ажиллагааг явуулж буй томоохон хөрөнгө оруулагчид зарим төрлийн гүйлгээгээ манай улсын банкуудаар хийх заалтыг тусгаж өгчээ. Уг заалтыг Рио-Тинто группийн зүгээс эсэргүүцэж, ОУВС- д хүсэлт гаргасан бөгөөд хуульчдын баг асуудлыг судлаж байгаа юм.
Сануулахад, Төсвийн тодотголыг дагаж гарсан Оюутолгой зэрэг хөрөнгө оруулагчдын зарим гүйлгээг Монголын банкаар дамжуулах эдийн засагт эерэг үзүүлэлт авчирна гэж тогтоолын төслийг баталсан. Харин “Рио Тинто” ХХК энэ тогтоолыг эргэж харах, хөрөнгө оруулагчдад таатай нөхцөл бүрдүүлэх шаардлагыг ОУВС-нд шахалт үзүүлсэн тухай мэдэгдэж байсан. Тиймээс ч энэ асуудлыг хэлэлцэхээр МАН-ын бүлэг өчигдөр хаалттай хуралдаж, тогтоолын төслийг эргэж харах, өөрчлөх шаардлагагүй гэсэн шийдвэрт хүрчээ.
МАН-ын зүгээс Хүн амын орлогын албан татвар, Нийгмийн даатгалын шимтгэл, Суудлын автомашины онцгой албан татвар, Хадгаламжийн хүүгийн татвар зэрэг долоон төрлийн татвар нэмэгдүүлэхээр төсвийн тодотголд дусгаад буй. Харин ОУВС-гийн зүгээс ирсэн эх сурвалжийн мэдээллээр бол “Монгол улсын Засгийн газрыг зардлаа тана гэсэн болохоос татвараа нэмэгдүүл гээгүй”гэсэн байр суурвтай байгаа аж.
