Монголын нутгийн удирдлагын холбооны
20 жилийн ой энэ өдрүүдэд тохиож байгаа аж. Үүнтэй холбогдуулан УИХ-ын гишүүн,
Монголын нутгийн удирдлагын холбооны тэргүүн Су.Батболд сэтгүүлчдэд мэдээлэл
өглөө. Уг холбоо нь Монгол Улсын нутгийн удирдлагын тогтолцоог Үндсэн хуулийн үзэл баримтлалын хүрээнд
төлөвшүүлэн хөгжүүлж бэхжүүлэх, нутгийн захиргааны болон нутгийн өөрийн
удирдлагын байгууллагуудын нийтлэг эрх ашгийг хамгаалах, тэдгээрийн хоорондын
хамтын ажиллагааг дэмжих, үйл ажиллагааны ололт амжилтыг сурталчлах, дэмжлэг
үзүүлж үйлчлэх зорилгоор 1994 онд анх байгуулагджээ. 20 жилийн хугацаанд
холбооноос нутгийн удирдлагын чиглэлээр томоохон семинар, сургалт, чуулга
уулзалтыг зохион байгуулж ирсэн. Энэ удаад ч түүхт ойгоо баяр ёслолын биш ажил
хэрэгч байдлаар тэмдэглэн өнгөрүүлэх зорилгоор УИХ-ын Төрийн байгуулалтын
байнгын хороотой хамтран энэ сарын 26-нд “Нутгийн удирдлагын хөгжлийн хандлага”
сэдэвт хэлэлцүүлэг ярилцлагыг зохион байгуулах юм байна. Хэлэлцүүлгээр нутгийн
өөрөө удирдах ёсны байгууллагын чиг хандлага, УИХ болон орон нутгийн сонгуулийн
хуулийн өөрчлөлт, Засаг захиргаа, нутаг дэвсгэрийн нэгж, түүний удирдлагын
тухай хуулийг өнөөгийн нөхцөл байдалд үндэслэн хэрхэн өөрчлөх боломжтой вэ
гэдэг гурван үндсэн асуудлыг хөндөн ярилцах ажээ. Төрийн ордонд болох энэхүү
хэлэлцүүлэгт орон нутаг, нийслэлийн 250 гаруй төлөөлөгч оролцоно.

Энэ талаар Су.Батболд гишүүн хэлэхдээ “Манай холбоо
нь ардчиллыг бэхжүүлэх, орон нутаг дахь улстөрчдийг бэлтгэх, нутгийн өөрөө
удирдах ёсны байгууллага болох аймаг, нийслэл, сум, дүүргийн ИТХ, нутгийн
захиргааны байгууллага болох аймаг, нийслэл, сум, дүүргийн ЗДТГ-ын үйл
ажиллагааг чиглүүлэх, бие даасан байдлыг хангах, санхүү, төсөв, боловсон хүчний
талаар эрх мэдэлтэй болгоход чиглэсэн үйл ажиллагаа явуулдаг. Нэг талаас төрийн
чиг үүргийг гүйцэтгэдэг байгууллага. Учир нь холбооноос явуулж байгаа үйл
ажиллагаа нь Үндсэн хуульд нутгийн тунхагласан өөрөө удирдах ёсны болон нутгийн
захиргааны байгууллагад дэмжлэг үзүүлэхэд чиглэгддэг. Нөгөө талаас Нутгийн
удирдлагын холбоо нь Засгийн газрын сөрөг хүчин маягаар үйл ажиллагаа явуулдаг.
Яагаад гэвэл төвлөрлийг сааруулах, орон нутгийн эрх мэдлийг өргөтгөх чиглэлээр
байнгын идэвхтэй үйл ажиллагаа явуулдаг. Орон нутгийн улстөрчдийг бэлтгэх,
ИТХ-д сонгогдсон төлөөлөгчдийн үйл ажиллагааг идэвхжүүлэх, ямар чиг үүрэг
зорилготой сонгогдсон, нутгийн захиргааны байгууллагатай хэрхэн хамтран
ажиллах, орон нутгийн хөгжлийн төлөө юу хийх вэ гэдэг чиглэлээр тасралтгүй үйл
ажиллагаа явуулж ирсэн” гэлээ.

Өнгөрсөн 20 жилийн хугацаанд эл холбоо нь зургаан
удаагийн сонгуулийн бүрэн эрхийн хугацааны нутгийн өөрөө удирдах байгууллагад
ажиллагсдыг сургаж дадлагажуулах, нийтлэг эрх ашгийг нь хамгаалах, ололт
амжилтыг нь сурталчлах, мэргэшүүлж дадлагуулах ажлыг хийсээр иржээ. Хамтын
энэхүү үйл ажиллагааны үр дүнд Засаг захиргаа, нутаг дэвсгэрийн нэгж, түүний
удирдлагын тухай хуульд долоон удаа нэмэлт, өөрчлөлт оруулсан байна.

Тус холбооноос “Нутгийн удирдлага” сэтгүүлийг
эрхлэн гаргаж байгаа бөгөөд мөн 20 жилтэйгээ золгож байгаа аж.
