Millennium Challenge Account-Mongolia (“MCA-Mongolia”) is a state-owned entity established by the Government of Mongolia to implement the USD 350 million Mongolia Water Compact signed with the Millennium Challenge Corporation (“MCC”), a U.S. government foreign aid agency.
MCA-Mongolia is looking to hire Chief Operating Officer.Under the direction of the Chief Executive Officer (CEO), the Chief Operating Officer (COO) is responsible for day-to-day management of the financial management and procurement oversight of the Compact.
The COO is specifically responsible for ensuring that MCA’s organizational health is a key component of this expansion and optimization and shall be an advocate within team members, MCA leadership and MCA partners to highlight the value of an efficient and effective Operations function.
Responsibilities
Administration & compliance:
- Leads the development of strategy, policy, technical documents, and tools across the different Operations functions
- Communicates with MCA management, MCC partners, and MCA’s Board of Directors on MCA’s organizational health credibility, goals and progress
- Provides leadership and direction in managing projects which cross organizational and jurisdictional lines in matters pertaining to critical MCA administration and operations
- Ensures that MCA complies with applicable domestic regulatory and legal requirements as well as internal policies and bylaws of both MCA and MCC
Financial management:
- Interfaces with the Independent Auditors and the Office of Inspector General (United States) on all financial and administrative matters;
- Leads the overall Finance function of the MCA and ensure that sufficient finance and accounting support is provided to the operational and programmatic functions of the MCA
- Oversees the production of periodic reports, including annual fiscal reports
- Evaluates Compact requirements and develops policies and plans for managing the MCA’s fiscal resources
Talent management:
- Oversees the Performance Evaluation process and compliance with HR Policy;
- Oversees the development of MCA Performance Framework which will highlight annual performance goals for MCA-Mongolia and present these goals to the Board
Qualifications
- Ten (10) years or more management experience, with experience as a senior manager in a similar organization, or specialized and varied senior management experience in financial and/or acquisition management, human resources, and strategic planning.
- Demonstrated ability to design and implement metrics that measure the effectiveness and efficiency of internal processes
- Demonstrated ability to communicate effectively (in English and Mongolian), both orally and in writing. English language proficiency at ILR Level 4 or above is preferred
- Demonstrated the development and implementation of an organization’s organizational health initiatives to ensure it functioned according to the policies and best practices surrounding human resources
- Present compelling rationale on new policies/products addressing controversial or new issues/approaches.
- Refined priority setting skill that support consistency in delivery in highly responsive timeframes
- Dynamic and experienced leader with a proven track record for effective team management and results-driven leadership;
- Organized and results-oriented, with the ability to translate Compact strategy and objectives into tasks and work plans.
- Skilled in building consensus among employees and developing strong relationships with outside stakeholders.
- Able to identify and propose solutions to mitigate and manage risks.
- A strong negotiator, able to inspire confidence and create trust.
- Punctual and reliable with high interpersonal, problem-solving, and multitasking skills.
- Able to work under pressure and plan personal workload effectively.
- Accomplished in developing, motivating and supporting teams, including coaching and creating development opportunities to maximize production and quality of work and achieve goals
Education
- Advanced degree in Business Management, Business Administration, or course related to Finance and Accounting
- Both international and locally acknowledged professional qualifications is preferred but not required
