У.Хүрэлсүх: Хөгжлийн бэрхшээлтэй иргэдэд чиглэсэн бодлого, шийдвэр, үйл ажиллагааг бүх талаар дэмжинэ DNN.mn

Монгол Улсын Ерөнхийлөгчийн ивээл дор зохион байгуулж буй “Хөгжлийн бэрхшээлтэй иргэдийн хөгжил оролцоо-2024” үндэсний чуулган Төрийн ордонд эхэллээ.

Чуулганаар “Хөгжлийн бэрхшээлтэй иргэдийн хөгжил, оролцоог хангах төрийн бодлого, ололт амжилт, тулгамдсан асуудал”, “Эрх зүйн орчны шинэчлэл”, “Нийгмийн оролцоог хангахад иргэний нийгмийн байгууллагын үүрэг, хариуцлага,” “Тогтвортой хөгжилд хөгжлийн бэрхшээлтэй иргэдийн оролцоо-Олон улсын байгууллагын дэмжлэг, хамтын ажиллагаа” зэрэг сэдвийг хэлэлцэж, зөвлөмж гаргах юм.

Мөн салбар хуралдаанаар Хөгжлийн бэрхшээлтэй хүний эрхийг хангах зөвлөлийн үүрэг, оролцоо, төр, хувийн хэвшил болон төр, иргэний нийгмийн байгууллагын түншлэл, хамтын ажиллагааны талаар хэлэлцэнэ.

Үндэсний чуулганыг Ерөнхийлөгч Ухнаагийн Хүрэлсүх нээж хэлсэн үгэндээ,  хөгжлийн бэрхшээлтэй иргэдийн эрх, хөгжил, хамгаалал, оролцоо нь Ерөнхийлөгч, төр, засгийн бодлого, үйл ажиллагааны тэргүүлэх чиглэл гэдгийг тэмдэглэлээ.

Хөгжлийн бэрхшээлтэй иргэдээ дэмжих, тэдний сайн сайхан амьдралын төлөөх аливаа бодлого, шийдвэр, санал, санаачилга, үйл ажиллагааг бүх талаар дэмжиж ажиллахаа илэрхийллээ.

“Тэрбум мод”, “Хүнсний хангамж, аюулгүй байдал”, “Цагаан алт”, “Эрүүл монгол хүн” болон “Хархорум хот” үндэсний хөдөлгөөнд хөгжлийн бэрхшээлтэй иргэдийн оролцоог нэмэгдүүлнэ гэдгээ хэлэв.

Манай улсад 111 мянга гаруй иргэн хөгжлийн бэрхшээлтэй. Эдгээрийн 84 хувь буюу 93 мянга нь хөдөлмөрийн насных хэдий ч 15 мянга нь л ажил хөдөлмөр эрхэлж байна.

Иймээс төрийн байгууллага, аж ахуйн нэгжүүд тэднийг ажлын байраар хангах хуулиар хүлээсэн үүргээ биелүүлэх, орлого, амьжиргааг нь сайжруулах, нийгмийн хамгаалал, боловсрол, эрүүл мэндийн үйлчилгээг чанартай, хүртээмжтэй хүргэх нь чухал байгааг тэмдэглэлээ.

Ялангуяа хөгжлийн бэрхшээлтэй иргэн бүрийг баялаг бүтээгч, үйлдвэрлэгч болгохын төлөө ажиллах, санхүүжилтээ нэмэгдүүлэх, онцлогт нь тохирсон ажил, хөдөлмөрийн шинэлэг хэлбэр, үйлчилгээг өргөжүүлэх шаардлагатайг онцлов.

Орон сууцны зээлийн нөхцөлийг сайжруулах, түрээсийн, нийтийн, амины орон сууцны хангамж, хүртээмжийг нэмэгдүүлэх, үйлдвэрлэлийн болон ахуйн осол, гэмтлээс шалтгаалсан олдмол хэлбэрийн хөгжлийн бэрхшээлтэй иргэдийн тоо жил ирэх тусам нэмэгдэж байгаад дүгнэлт хийж ажиллахыг Засгийн газарт чиглэл болголоо.                       

2017-2021 оны Засгийн газар Хөгжлийн бэрхшээлтэй хүний хөгжлийн газар, Хөгжлийн бэрхшээлтэй хүүхдийн сэргээн засах хөгжлийн төв байгуулах, Хараагүй хүмүүсийн хөдөлмөр, сургалтын үйлдвэрийг Хөдөлмөр, сургалт, хөгжлийн төв болгон өргөтгөх шийдвэр гаргаж байлаа.

Сүүлийн жилүүдэд ч тулгамдаж буй асуудлуудыг шийдвэрлэх чиглэлээр цөөнгүй арга хэмжээ хэрэгжүүлж байна.

Энэ хүрээнд нийгмийн халамжийн тэтгэвэр, тэтгэмжийг нь тодорхой хувиар нэмж, танхимын сургалт болон хөгжлийн үйлчилгээнд хамрагдах боломжгүй хөгжлийн бэрхшээлтэй хүүхдүүдийг дэмжих үйлчилгээг хөгжүүлэх, орон нутагт Хөгжлийн бэрхшээлтэй иргэний хөгжлийн төв, Хөдөлмөр эрхлэлтийг дэмжих төвүүдийг байгуулж байна.

Улс төрийн оролцоог нь нэмэгдүүлэхэд  анхаарсны дүнд УИХ-д хөгжлийн бэрхшээлтэй иргэдийг төлөөлсөн хоёр гишүүн сонгогдсон. Мөн манай тамирчид Паралимпын наадмаас нэг алт, гурван мөнгөн медаль авсан нь хөгжлийн  бэрхшээлтэй иргэдийн хөгжил, нийгмийн оролцоог нэмэгдүүлэх чиглэлд ахиц дэвшил, үр дүн гарч байгаагийн илрэл гэж Ерөнхийлөгч хэлсэн үгэндээ дурдлаа.
